The Justice Council
Enforcing the Genocide Convention, case by case
Over 12 months the Justice Council builds a few lean bodies that act without the vetoed Security Council or the captured blocs. These are a compact of states that enforce the Genocide Convention themselves, a monitor that lists who supplies the perpetrators, a single zakat and endowment (waqf) trust, an independent scholars' council and a riba-free (interest-free) settlement facility that shields the states that act. It then lobbies the movable states, UN bodies, markets and mosques to give those bodies power. All five cases stay in the plan, on separate tracks: states join case by case, so that a state can act on Israel or on the RSF's suppliers without being made to act on Xinjiang or India. Those two cases run through import bans, courts and legal aid.
The five cases
States join case by case. Palestine, Sudan and Myanmar are annexes of the Compact; the Uyghur and India cases run on separate tracks, so acting on one is never the price of acting on another.

The bodies this site serves
- state bodyGenocide Convention Enforcement CompactA treaty among states that enforce the Genocide Convention themselves, together and without the Security Council's permission. Each state joins case by case through separate annexes: Israel; the RSF's suppliers through the UAE-linked network; Myanmar's military.
- state bodyCompact Settlement and Solidarity FacilityA riba-free arrangement among central banks for settling trade in local currencies and gold, with a shared pool that spreads the cost of retaliation, so that states acting under the Compact are not punished through the dollar system alone. It is lawful and transparent, never a front-company or shadow-fleet route.
- platformIndependent Scholars' Council on the Five CasesJoint rulings from the IUMS and national scholarly councils on all five cases, published in full, which no state can withdraw by leaning on one institution. It takes on the work that the captured Fiqh Academy and Muslim World League have not done.
- legal body with appUmmah Relief and Reconstruction Waqf TrustOne registered waqf (endowment) trust that holds all the plan's zakat (almsgiving) and endowment money: a ring-fenced, unconditional Palestine fund, Gaza reconstruction in place, Sudan relief, Rohingya camps, Uyghur refugees, Indian legal aid and rehousing, and litigation support. It has trustees, a sharia board, audit and sanctions compliance, and never relies on interest (riba).
Scholars' rulings
The Independent Scholars' Council publishes its joint rulings on the five cases in full, so that no state can withdraw them by leaning on one institution. The library also holds what recognised bodies have already ruled.
Pressure on scholars
A public record of every documented case of a state pressing scholars and imams over these cases — arrests, sermon bans, dismissals, rulings forced or withdrawn.

Month 1 · National zakat authorities

National zakat authorities: route a share of zakat (obligatory alms) through the Ummah Relief and Reconstruction Waqf Trust to replace funding that has been cut.
The plan behind this site
Twelve months to enforce the Genocide Convention where it still bites
Everything here comes from the Justice Council's twelve-month Genocide Plan. When the plan is rewritten, the Compact's, the Facility's and the Council's pages change with it.
