The Compact Settlement and Solidarity Facility
A riba-free arrangement among central banks for settling trade in local currencies and gold, with a shared pool that spreads the cost of retaliation, so that states acting under the Compact are not punished through the dollar system alone. It is lawful and transparent, never a front-company or shadow-fleet route.
How it works
- Central banks of Compact states settle trade with each other in local currencies and gold, without interest (riba).
- A shared pool spreads the cost when one state is punished for acting, so no state carries retaliation alone.
- It is lawful and transparent: never a front company or a shadow-fleet route.
Where it stands in twelve months
Signed by the central banks and finance ministries of willing states. It settles trade between them in local currencies and gold without interest (riba) and pays from a shared pool towards the cost of US retaliation, so that states can act without being punished alone.

First steps
- Cost each state's exposure to sanctions and design the facility (months 4-6)
- Agree a common position before entering BRICS and SCO forums (months 7-9)
- Have central banks sign the facility agreement (month 11)
The work, quarter by quarter
Months 4-6
Cost the sanctions and retaliation burden each Compact state would face, and design the Settlement and Solidarity Facility. It covers riba-free local-currency settlement, gold reserves, a shared cost pool, and use of the IsDB's riba-free instruments without its captured board. Draft a common position for Muslim states to agree before entering BRICS and SCO forums, so that Palestine is not dropped.
PalestineSudanMyanmarMonths 10-12
Ask willing Muslim-majority states' finance ministries and central banks to sign the Settlement and Solidarity Facility, sharing the sanctions cost and settling trade without interest (riba). Its riba-free sukuk (asset-backed certificates) can also fund Gaza's rebuilding in place.
