Month 4 · Hague Group members and willing Muslim-majority states

Sign the Compact, case by case

PalestineSudanMyanmar

The ask

Governments: sign the Genocide Convention Enforcement Compact for the case annexes you are willing to enforce, and pass the model law.

Why

States join case by case, so a state can act on Israel or on the RSF's suppliers without being made to act on Xinjiang or India. Signatories meet the collective obligation (fard kifayah) together and share the cost of sanctions.

What you can do

  1. Check the Justice Council's tracker for your state's and your legislator's position on each annex: Israel, the RSF's suppliers and Myanmar's military.
  2. Write to your legislator asking them to table the model law. It writes the six Bogotá measures into national law and removes ministers' discretion.
  3. Ask your foreign ministry which annexes it will sign. Point out that joining one annex does not commit it to any other.
  4. Share the tracker page when your state signs or refuses, so the record stays public.

For: The public, legislators and congregations in states that recognised Palestine in 2025, Israel's trading partners and Muslim-majority states. From the plan: “Bring Hague Group members and willing Muslim-majority states to sign the Compact case by case and pass the model law” — the Genocide Plan.
